Hintergrundinformationen über Smriti and Indra
Smritis und Indras Familie gehört der Kaste der Bishwokarma an, einer Handwerkerkaste. Traditionell stellen die Angehörigen dieser Volksgruppe Schmiedewerkzeuge für die Landwirtschaft her. Die Bishwokarma, oder häufig abgekürzt B.K.gehören zu den Dalit, dies sind die “Unberührbaren” im heutigen Nepal. Der Begriff Dalit bezieht sich auf eine Gruppe von Menschen, die religiös, kulturell, sozial, wirtschaftlich und historisch unterdrückt, ausgeschlossen und als unantastbar behandelt werden. Sie leben in unterschiedlichen Regionen, sprechen verschiedene Sprachen und gehören unterschiedlichen Kulturen und Kasten an. Laut der National Dalit Commission (NDC) werden Dalit definiert als „jene Gemeinschaften, die wegen der Diskriminierung und der Unberührbarkeit aufgrund ihrer Kastenzugehörigkeit am rückständigsten in den Bereichen Soziales, Wirtschaft, Bildung, Politik und Religion sind. Die Dalit sind als niedrigere Kaste innerhalb des geschichteten hinduistischen Kastensystem bekannt, welches vor etwa 300 Jahren entstand. Sie sehen sich im täglichen Leben sehr vielen Formen diskriminierender Praktiken gegenüber, in den ländlichen Regionen deutlich stärker als in den Städten. Beispielsweise ist es Dalit nicht gestattet, die Häuser Angehöriger höherer sogenannter “reiner” Kasten zu betreten, ganz gleich wie gut man sich kennt oder vielleicht sogar befreundet ist, auch unabhängig von der Hierarchie untereinander. Dies hat in erster Linie religiöse und spirituelle Gründe, denn diejenigen glauben, dass die religiöse Unreinheit, die damit in ihr Haus gebracht würde, die Götter erzürnen würde. Diese Denkweise ist aber heutzutage fast ausschließlich nur noch bei älteren Menschen anzutreffen. Die jüngeren Generationen entfernen sich immer weiter von dem hierarchischen Kastendenken. Dabei gehören nach der letzten Volkszählung etwa 14% der Gesamtbevölkerung Nepals den Dalit an. Sie umfassen 21 Kasten. Eine von ihnen sind die Bishwokarma.
Die Familie war schon immer sehr arm. Ihre Eltern hatten bis zu Beginn der Patenschaft große Probleme sich selbst und ihre Kinder zu ernähren. Die Familie besitzt ein sehr kleines Stück Land, auf dem sie ein wenig Reis und Kartoffeln anbauten. Dies reichte kaum aus um sie selbst mit Nahrung zu versorgen, geschweige denn als Einkommensquelle. Smritis und Indras Vater Lok Narayan leidet seit seiner Jugend an einer bislang nicht näher untersuchten, vermutlich neurologischen Erkrankung. Er hat einen zunehmenden Kraftverlust insbesondere in den Armen, aber auch in den Beinen. In den Bergregionen Nepals gibt es wenige Einkommensmöglichkeiten und praktisch jede Tätigkeit setzt körperliche Anstrengung voraus. Bis vor wenigen Jahren hatte er noch an einigen Tagen als Hilfsarbeiter gearbeitet, um damit ein paar Rupien zu verdienen. Dies ist nicht mehr möglich. Das nepalesische Gesundheitssystem ist auch heute noch so stark unterfinanziert, dass die meisten Behandlungen (auch Notfälle) und Medikamente vorab bezahlt werden müssen. Ein geregeltes Krankenversicherungssystem gibt es nicht. Meist ist es so, dass man die benötigten Materialien und Medikamente für einen Eingriff zuvor kaufen muss und diese dann dem Pflegepersonal oder den Ärzten übergibt. Die anderen Kosten, beispielsweise für den Eingriff selbst oder für das Krankenhausbett, sind dann vor der Entlassung zu bezahlen. Dies ist völlig unabhängig vom Alter und gilt, mit sehr wenigen Ausnahmen, auch für akute Fälle. Aus diesem Grund konnte bislang weder eine Diagnose gestellt und natürlich auch keine Behandlung begonnen werden. Seit einigen Jahren arbeitet nun ihre Mutter Manmaya weitgehend alleine, um die Familie zu ernähren. Auch sie arbeitet als Hilfsarbeiterin auf verschiedenen Arten von Baustellen in der Region. Meist trägt sie schwere Steine oder andere Lasten in einem Bambuskorb mit einem Stirnband auf dem Rücken (Nepali: Doko) von einem Ort zum anderen. Diese Arbeit ist körperlich enorm anstrengend, zumal für eine Frau. Deshalb arbeitet Manmaya zusätzlich vor allem zu den Saat- und Erntezeiten auf den Feldern in der Region. Smritis und Indras älterer Bruder Bimal ist 18 Jahre alt, hat die Schule sehr früh verlassen und auch er trägt etwas zum Einkommen der Familie bei. Er arbeitet, wie seine Mutter als Hilfsarbeiter. Die harte Arbeit wird einerseits sehr schlecht bezahlt (etwa 200 Rupien pro Tag, ca. 1,50 Euro) und ist andererseits nicht immer verfügbar.
Aus diesen Gründen ist es für sie nicht möglich ohne Unterstützung von außen den jüngeren Kindern eine Schulbildung zu ermöglichen. Es fehlt an Schulmaterialien, aber auch an Kleidung. Der Schulweg ist relativ weit und die Kinder müssen ihn täglich, außer samstags und bei jedem Wetter zurücklegen. Insbesondere im Winter waren Smriti und ihr kleiner Bruder Indra oft erkältet, weil ihnen warme Kleidung fehlt. Die Schulen sind auch nicht beheizt. Ihre Schule besitzt keine Elektrizität, d.h. die scheibenlosen Fenster werden geöffnet, um Tageslicht hineinzulassen, wodurch auch die Schulen sehr kalt und feucht sind. Während des Monsun in den Sommermonaten regnet es oft tagelang ununterbrochen. Ohne Regenschutz und Rucksack werden die wertvollen Hefte und Bücher schnell naß und unbrauchbar. Hinzu kommt, dass nach der Grundschule Gebühren für einen Teil des Unterrichts entstehen. Auch wenn die Regierung die Vorgabe macht, dass staatliche Schulen kostenlos sein sollen, versuchen viele Schulen zusätzliche Unterrichtsfächer anzubieten, um ein annähernd vergleichbares Bildungslevel, wie die privaten Schulen zu erlangen. Da allerdings das staatliche Budget der Schulen dafür nicht ausreicht, müssen die Schulen diese Kosten über Gebühren für diese Fächer decken, die sich wiederum nicht alle Familien leisten können. Das führt zu einer weniger bekannten zweiten Ebene der Diskriminierung innerhalb des staatlichen Bildungssystems, neben der offensichtlichen zwischen privaten und staatlichen Schulen. Kinder wie Smriti und Indra haben unter diesen Bedingungen keine Chance auf einen Schulabschluss und der Druck durch die Armut und den Hunger ist groß, weshalb die Zahl der arbeitenden Kinder in Nepal, trotz des offiziellen Verbots, so hoch ist. Kinder und Jugendliche sind natürlich ungelernte Arbeitskräfte und arbeiten deshalb meist auf den Feldern, auf Baustellen, als Geldeinsammler in Bussen oder als Tellerwäscher. Die Diskriminierung aufgrund der Kaste und der Armut ist aber signifikant stärker ausgeprägt als die, aufgrund des Geschlechtes. Gemeinsam mit den Pateneltern leisten wir einen wirkungsvollen Beitrag, um dies bereits in den Schulen zu verändern. Dafür ist eine der Voraussetzungen, dass Kinder einigermaßen vergleichbare Bedingungen haben und nicht von Beginn an aufgrund ihrer Armut benachteiligt sind und der frühzeitige Schulabbruch vorprogrammiert ist.
Liebe Familie Kübler, Ihre Patenschaft, wird das Leben der beiden Kinder von nun an grundlegend und richtungsweisend verändern. Sie werden zukünftig ausreichend zu essen und klimagerechte Kleidung haben. Darüber hinaus erhalten sie medizinische Betreuung und eine Krankenversicherung, die Untersuchungen und Behandlungen (inkl. Medikamente) abdeckt, sowie eine intensive und vor allem individuelle Betreuung innerhalb ihres eignen Umfeldes. Die Betreuung der Kinder und Familien hat eine sehr große Bedeutung. Es genügt unserer Auffassung nach nicht alleine die materiellen Voraussetzungen für eine gesunde Entwicklung oder für den Schulbesuch zu schaffen. Wenn mit Hilfe einer Patenschaft die Entwicklung wirksam und wirklich nachhaltig gefördert werden soll, sollte die Patenschaft in ein gesamtheitliches Konzept eingebettet sein. Unser Kinderschutz- und Entwicklungsnetzwerk, in dem das Kind im Zentrum steht, bezieht das direkte und erweiterte Umfeld in den Entwicklungsprozess mit ein. Dabei geht es um den Schutz der Kinder vor Gewalt, Missbrauch und Ausbeutung einerseits. Ebenso um die Schaffung sozialer und ökonomischer Entwicklungschancen für das Kind und dessen direktes Umfeld. Dadurch werden auch Abhängigkeiten beispielsweise durch eine Patenschaft auf ein Minimum reduziert. Darin einbezogen sein sollte aber auch das erweiterte Umfeld, also die Community in der die Kinder leben, beispielsweise die Dorfgemeinschaft.
Dieses multimodale Konzept ist nicht nur von grundlegender Bedeutung für alle Aspekte der Entwicklung der Kinder. Es schaftt darüber hinaus die notwendigen Rahmenbedingungen, damit eine Patenschaft zum Erfolg werden kann. Zudem ist es Teil unserer Gesamtstrategie der Entwicklungsförderung. In Tanahun leben sehr viele Menschen in großer Armut. Die Möglichkeiten der ökologischen Landwirtschaft beispielsweise eignen sich hier besonders gut, um die Wirtschaftskraft und die Unabhängigkeit der Menschen von Entwicklungsförderung zu stärken. Wir möchten auch Ihnen als Pateneltern in dieser Region zukünftig stärker die Möglichkeit geben sich hierbei aktiv zu beteiligen, wenn Sie dies möchten.
Koordiniert und kontrolliert wird dies einerseits natürlich durch Smritis und Indras Betreuer vor Ort, Khem Bahadur Nepali und ihre Betreuerin Bindu Pariyar im täglichen Kontakt mit den Kindern. Darin einbezogen ist ebenfalls die für diese Region innerhalb des Distrikts Tanahun zuständige Mitarbeiterin in unserem Büro in Nepal, Maya Gurung. Insbesondere auch das Team unseres Kinderschutz- und Entwicklungsnetzwerks, bestehend aus Mitarbeitern in Deutschland und Nepal, sowie eine Task Force, die die Aufgabe hat sich beispielsweise gesundheitlicher oder schulischer Probleme anzunehmen. Im Rahmen der Entwicklungsprojekte ist unser Projekt-Management Team ebenfalls involviert. Durch diese intensive, individuelle Betreuung und Förderung bewirkt die Patenschaft also weit mehr, als nur die dringend notwendige materielle Unterstützung.

Bindu lebt selbst in der Region, in der sie die Patenkinder betreut. Sie konnte nun Anfang 2021 ihren Schulabschluss machen und möchte sich insbesondere im Bereich der Sozialwissenschaften weiterbilden. Besonders am Herzen liegt ihr die Bildung der kinder, das sie aus eigener Erfahrung weiß, was es bedeutet in einer armen Familie aufzuwachsen und keinen oder nur einen eingeschränkten Zugang zu Bildung zu haben. Bindu ist damit gleichzeitig ein Vorbild für die Kinder, die sie betreut und hier natürlich ganz besonders für die Mädchen, aber auch für die Jungs.
Khem lebt selbst in der Region, in der er die Patenkinder betreut. Er hat bereits im Ausland gearbeitet, spricht gut Englisch und hat einen guten Bildungsstand. Er lebt nun mit seiner Frau und seinen 4 Kindern in Shuklagandaki. Er arbeitet dort als Farmer und Forstaufseher. Als Mitarbeiter von Namaste Kids betreut er die Patenkinder in einem Umkreis von etwa 6 Stunden Fußmarsch, bzw. 5 Stunden kombiniert zu Fuß und mit dem Jeep für weiter entfernte Regionen innerhalb des Distriktes. Er ist ein verantwortungsvoller und sehr zuverlässiger Mitarbeiter, was aber natürlich auch notwendig ist für die umfassende und nachhaltige Betreuung, die alle Patenkindern erhalten.
Wie bewerten Sie die Arbeit von Khem mit Ihrem Patenkind ?
Unsere Betreuer für die Patenkinder arbeiten alle praktisch ehrenamtlich. Sie haben alle eines gemeinsam: sie sind jung, sozial engagiert und kommen selbst aus armen Verhältnissen. Wie Khem Manisha haben einige auch schon eine Familie und Kinder. Sie bekommen ein kleines Gehalt, welches aber für nepalesische Verhältnisse ausreicht, um davon leben zu können. Dieses Geld kommt aus einem Spendenpool des Vorstandes und ist gemessen am Arbeitsaufwand sehr wenig. Besonders in den Bergregionen des Himalayas sind die Wege zu den Kindern weit und mühsam. Um die Patenkinder zu sehen sind die Betreuer, wie Khem, Manisha und Beni Maya fast täglich mehrere Stunden unterwegs, meist zu Fuß. Hinzu kommen besondere Anlässe wie Geburtstage, der Einkauf der benötigten Dinge am Monatsanfang oder die noch intensivere Betreuung, wenn ein Patenkind beispielsweise erkrankt ist. Auch muss er für die Kinder/die Familien immer erreichbar sein.
Wir haben uns daher überlegt, dass wir das Patenportal auch nutzen wollen, um den Pateneltern die Möglichkeit zu geben, den Betreuern Wertschätzung ihrer Arbeit auszudrücken, in Form einer kleinen, einmaligen finanziellen Unterstützung. Es wäre für sie natürlich eine ganz besondere Anerkennung, ihre Arbeit für die Kinder in dem Wissen zu tun, dass diese von den Pateneltern in Deutschland positiv wahrgenommen wird. Es besteht dabei aber absolut keine Erwartungshaltung, denn sie machen diese Arbeit nicht des Geldes wegen und wissen bislang auch gar nichts von dieser neuen Idee.
